VILLAGE OF LOUISVILLE BOARD MINUTES

April 11, 2013 Regular Meeting

6:00 PM

The Village Board of Trustees met in regular session with President Murbarger, Trustee Byers, Trustee Leonard, Trustee Rinehart, Trustee Poehler and Trustee Fender in attendance. Also in attendance were Attorney Barry Bright, Clerk/Collector Angela Stanfield, Superintendent Rusty Harper, Treasurer Stephanie Bailey, Village Engineer Mike Bridges, Deputy Corry Heuerman of the Sheriff’s Department, Beth Fancher of Clay County Republican. Mary Maxwell of Hometown Journal and Pat Garrett of WNOI arrived at 6:35. Trustee Miller was absent due to travel.

President Murbarger called the meeting to order at 6:00 p.m.

Roll Call taken and the following Village authorities announced present at the beginning of the April 11, 2013 regular monthly meeting: President Dale Murbarger, Trustee Troy Fender, Trustee Jean Ann Poehler, Trustee Gene Leonard, Trustee Nancy Byers and Trustee Gina Rinehart.

A motion to approve this evenings’ agenda made by Trustee Byers and seconded by Trustee Leonard. Trustee Miller absent.

A motion made to approve the March 14, 2013 Regular Meeting Minutes by Trustee Fender and seconded by Trustee Leonard. Trustee Miller absent.

Motion made by Trustee Fender, seconded by Trustee Rinehart to approve the regular monthly bills, except invoice from Nita Noblet, dated April 9, 2013 for the amount of $280. Trustee Miller absent.

President Murbarger obtained a photo from Marilyn Brant of the historical home of John R. Tanner, the twenty-first Governor of Illinois. John R. Tanner resided in the home formally located on Garden Street in the Village of Louisville. President Murbarger wishes to replicate and enlarge the photo and display at City Hall and present a duplicated copy to Marilyn Brant.

Deputy Corry Heuerman presented the monthly police report, Sheriff Jim Sulsberger was not in attendance.

The finance committee previously requested Treasurer Stephanie Bailey research health care insurance options for village employees. Nippon Insurance Company was Treasurer Stephanie Bailey’s recommendation to the board. A motion made by Trustee Rinehart and seconded by Trustee Poehler to approve agreement with Nippon Insurance Company for employee health care insurance. Trustee Miller absent.

Village board reviewed sealed bid proposals for 2013 Mowing and Maintenance.

A motion was made by Trustee Poehler and seconded by Trustee Fender to accept mowing bid from Jordan Byers for $20 for mowing of Village Water Plant. Trustee Miller absent and Trustee Byers abstain.

A motion was made by Trustee Poehler and seconded by Trustee Leonard to accept mowing bid from Jordan Byers for $60 for mowing of Village Old K-1 Building. Trustee Miller absent and Trustee Byers abstain.

A motion was made by Trustee Poehler and seconded by Trustee Byers to reject all other mowing bids. Village Cemetery mowing will be assigned to the summer co-op student’s job duties. Trustee Miller absent.

A motion made by Trustee Fender and seconded by Trustee Leonard to set date for Town Wide Rummage Sale for May 18, 2013 and Town Wide Clean Up date for May 19 – 25, 2013. Trustee Miller absent.

A motion made by Trustee Rinehart and seconded by Trustee Fender to approve advertisement for WCRC Hometown Spotlight live broadcast. Trustee Miller absent.

Engineer Mike Bridges presented recommendation of award for the Waterline Replacement Project. Bridges recommend that the Village of Louisville award the project to Haier Plumbing and Heating, Inc., 301 North Elkton Street, Okawville, Illinois, in the amount of $977,294.00 contingent on concurrence by Rural Development. Mike Bridges also provided for the boards review, a statement of bidder’s qualifications, and resumes of key personnel employed with the company.

A motion made by Trustee Fender and seconded by Trustee Byers to consider resolution to approve awarding waterline project to Haier Plumbing for performance of the waterline replacement project public work in the Village of Louisville. Trustee Miller absent.

President Murbarger stated the Village received a letter from Mediacom to inform that on or about May 1, 2013, Mediacom will be implementing rate adjustments.

President Murbarger stated the new budget has to be approved ninety days after close of fiscal year.

 

Attorney Barry Bright previously was instructed by the board to research various cities noise ordinance provisions. Bright provided the material in board packets for the boards review prior to meeting. Attorney Bright explained provisions and presented possible changes for consideration. Village board made no modifications to the current ordinance related to city noise ordinance.

A Motion to go into Executive Session made at 7:10 p.m. by Trustee Rinehart and seconded by Trustee Leonard for review of previous Executive Session Minutes, Personnel, Lease and/or Purchase of Real Estate, and Pending or Possible Litigation. Trustee Miller absent.

At 7:44 p.m., Motion made by Trustee Rinehart and seconded by Trustee Poehler, to go back into Open Session. Trustee Miller absent.
