VILLAGE OF LOUISVILLE BOARD MINUTES

April 12, 2012 Regular Meeting

Open Session

6:00 PM

The Village Board of Trustees met in regular session with President Murbarger, Trustee Leonard, Trustee Rinehart, Trustee Poehler and Trustee Fender in attendance. Trustee Miller was absent for this evenings meeting and Trustee Byers who was absent at roll call entered into the Village Board Meeting at 6:21PM. Also in attendance were Attorney Barry Bright, Superintendent Rusty Harper, Treasurer Stephanie Bailey, Sheriff Jim Sulsberger, Village Engineer Mike Bridges, and Beth Fancher of The Clay County Republican, Chad Traub of the Advocate Press, and Becky Bunting with the Home Town Journal.

President Murbarger called the meeting to order at 6:14 PM

Roll Call taken and the following Village authorities announced present at the beginning of the April 12, 2012 regular monthly meeting: President Dale Murbarger, Trustee Gene Leonard, Trustee Troy Fender, Trustee Jean Ann Poehler, Trustee Gina Rinehart Trustee Nancy Byers entering at 6:21 PM. Trustee Danny Miller is out of town this evening and will not be in attendance.

The first motion of the evening was to authorize Stephanie Bailey, Municipal Treasurer to take minutes until Clerk / Collector is hired. Motion made by Trustee Rinehart and seconded by Trustee Leonard

A motion made to approve this evenings’ agenda. Motion made by Trustee Poehler and seconded by Trustee Rinehart.

A motion was then made to approve the March 8, 2012 Regular Meeting Minutes, March 22, 2012 Special Meeting Minutes and March 29, 2012 Recessed Special Meeting Minutes by Trustee Fender and seconded by Trustee Leonard.

2 Absent – Trustee Miller and Trustee Byers

Trustee Nancy Byers enter into the meeting at 6:21 PM.

Sheriff Sulsberger submitted the monthly police report, totaling 70 total complaints and $46.72 in fines.

A motion made by Trustee Rinehart was made to present Chet’s Electric Traveling Softball Team a donation of $50.00, seconded by Trustee Fender.

The Village voted to renew the medical insurance for the upcoming year with BlueCross BlueShield of Illinois on a motion Trustee Rinehart and seconded by Trustee Poehler.

Town wide Rummage Sale was set up for May 19 and town wide Clean Up was set for May 21 – 25.

A motion to approve a 2011 supplement to Motor Fuel Tax appropriations for an additional $2,000.00 for last year’s expenses by Trustee Fender and seconded by Trustee Byers.

Engineer Mike Bridges presented a Resolution and Motor Fuel Plan for the 2012 Oil and Chip Program to appropriate $45,000.00, and it was moved to be approved by Trustee Fender and seconded by Trustee Leonard.

A motion to approve the Ordinance with EJ Water to approve the water contract was made by Trustee Fender and seconded by Trustee Byers.

An Ordinance approving the real estate exchange between The Village of Louisville and Dennis and Carolyn Grahn was made on a motion by Trustee Byers and seconded by Trustee Fender.

The North Clay High School is unveiling a monument in memory of George R. Tolliver Marshall for the Village of Louisville, and father of Richard Van Tolliver Village Employee since 1983. Marshall Tolliver was killed in the line of duty at a break in at the North Clay High School in 1969. Village Hall will close May 1, 2012 during this memorial so all employees will be able to attend.

A motion to make a $50.00 Memorial Contribution to the Old Union Church in the name of Mary Grahn, the mother of Dennis Grahn Village Auditor, with the Village Board’s sympathy and condolences of her passing, by Trustee Rinehart and seconded by Trustee Poehler.

Motion to approve the regular monthly bills made by Trustee Fender, seconded by Trustee Rinehart.

A Motion to go into Executive Session made at 7:39 PM by Trustee Rinehart and seconded by Trustee Byers for review of previous Executive Session Minutes, Personnel, Lease, Sale and/or Purchase of Real Estate, and Pending or Possible Litigation.

At 7:53 PM, Motion made by Trustee Fender and seconded by Trustee Leonard, to go back into Open Session.
