April 15, 2010 SPECIAL MEETING

6:00 P.M.

The Village Board of Trustees met in regular session with President Dale Murbarger, Trustee Leonard, Trustee Rinehart, Trustee Byers, Trustee Miller, Trustee Fender and Trustee Poehler in attendance. Also in attendance were Clerk/Collector Jodi Daws, Treasurer Stephanie Bailey, Attorney Barry Bright and Village Engineer Mike Bridges.

President Murbarger called the meeting to order at 6:15 p.m.

Roll Call taken and the following Village Authorities announced present at the beginning of the April 15, 2010 Special Meeting. President Dale Murbarger, Trustee Gina Rinehart, Trustee Jean Ann Poehler, Trustee Gene Leonard, Trustee Nancy Byers, Trustee Troy Fender and Trustee Danny Miller.

The first motion of the evening was to approve this evenings’ agenda. Motion made by Trustee Poehler, seconded by Trustee Miller.

President Murbarger then reminded everyone once again of the Saturday, April 17, 2010 Strategic Planning Meeting. He asked that everyone come with the five most important things they wish to discuss.

Village Engineer Mike Bridges distributed a spreadsheet that lists five different options for the Village regarding the Waterline Replacement Project costs. Each option breaks down the projected cost for construction, engineering design, engineering inspection, legal, CDAP administration and interest. Mike stated that it is too late this year to apply for a design grant, as we are already aware, but that we could still apply for a construction grant. We would have until February 2011 to turn in documentation required for this. After much discussion, the Trustees decided that Option 1 with the addition of the $350,000.00 CDAP grant would be the best for the Village. Option 1 provides for one project, a $1,670,650.00 Rural Development loan for 40 years at 3.5% interest with the cost being $78,237.00 per year. However, if the Village actually receives the $350,000.00 CDAP grant, the Rural Development loan amount would be reduced to $1,344,650.00 for 40 years at 3.5% interest with the cost then being $62,970.00 per year. Mike stated that now is the best time to start with this as Rural Development has money to offer. He also stated that it looked positive for the Village to obtain the funds due to our city size and water rates.

Superintendent Harper informed everyone that Corpro recently performed a fifteen-point inspection and submitted a list along with photographs that details everything wrong with our water towers as well as their recommendations.

A motion to adjourn at 8:06 p.m. made by Trustee Miller, seconded by Trustee Fender.
