Village of Louisville 

Meeting Minutes 

6:00 PM 

August 13, 2015 

The Village Board of Trustee’s met in Regular Session, those in attendance were, President Dale Murbarger, Trustee Troy Fender, Trustee Danny Miller, Trustee Steve Stortzum, Trustee Angie Frye and Trustee Gina Rinehart. Also in attendance were Attorney Barry Bright, Superintendent Troy Elwood, Clerk Angela Stanfield, Treasurer Stephanie Bailey, Engineer Mike Bridges, Ashton Bryd of Clay County Sheriff’s Department, Ryan Hawkins of Kemper CPA, Lyndall Smith of Clay County Republican Beth Fancher of Clay County Republican and Pat Garrett of WNOI. Trustee Nancy Byers made arrangements prior to meeting to attend via conference call beginning at 6:03. Lyndall Smith left at 6:10, Ryan Hawkins left at 6:20, Beth Fancher left at 7:30. 

President Murbarger called the meeting to order at 6:00 PM.  

Roll Call taken and the following Village authorities announced present at the beginning of the August 13, 2015 regular meeting: President Dale Murbarger, Trustee Danny Miller, Trustee Troy Fender, Trustee Gina Rinehart, Trustee Steve Stortzum and Trustee Angie Frye. Trustee Nancy Byers absent. 

Pledge of Allegiance followed. 

A motion made by Trustee Frye and seconded by Trustee Miller to approve the agenda for August 13, 2015 regular meeting. Trustee Byers absent.

A motion made by Trustee Frye and seconded by Trustee Miller to approve the regular monthly meeting minutes for July 09, 2015. Trustee Byers absent.

Motion made by Trustee Stortzum and seconded by Trustee Miller to approve Trustee Nancy Byers to attend meeting via telephone from a secure landline. Trustee Byers absent.

At 6:03 Trustee Byers present by telephone. 

Ashton Byrd of Clay County Sheriff’s Office presented the Activity Report for July.   

Clay County Republican Lyndall Smith gave an update regarding the collapsed back wall at his business located at 126 Church Street, which collapsed on August 07, 2015 at approximately 5:10 PM. Lyndall Smith expressed gratitude to the village for allowing the Clay County Republican office to utilize the village community center to continue to conduct business. Smith stated they were waiting on structural engineer and insurance adjustor to inspect and assess damages.   

Ryan Hawkins of Kemper CPA Group LLP, presented the Annual Financial Report for Fiscal Year 2015. A motion made by Trustee Rinehart and seconded by Trustee Frye to approve Annual Financial Report.

Engineer Mike Bridges updated on Waterline Replacement Project 2012. Bridges presented change order No.10 for $328,825.00 for additional work, which includes a new pumping station, and increases the calendar days to the contract with Haier Plumbing and Heating. A motion made by Trustee Miller and seconded by Trustee Fender to approve change order presented by Engineer Mike Bridges.

Trustee Fender inquired about property south of North Clay School for the North Clay Park Board for possible relocation of park. Park Board inquired if property was in flood plain, and if village utilities were available.  

Superintendent Troy Elwood discussed Mobile Home Permit 515 Hayes Street. A motion made by Trustee Rinehart and seconded by Frye to approve permit for mobile home located at 515 Hayes Street to relocate to1335 Second Street.

Superintendent Elwood reported on the water tower maintenance. A motion made by Trustee Rinehart and seconded by Trustee Frye to approve Superintendent Elwood to proceed with two or three inspections to the water tower and then request bids for repairs. 

President Murbarger set Village Block Party assignments and asked for WNOI to promote the village block party. 

President Murbarger discussed CEFS Lease Agreement. Murbarger proposed to increase monthly rent by $300 to $2050.00, which will include water and sewer only, CEFS to pay gas, electric and garbage. A motion made by Trustee Miller and seconded by Trustee Fender to authorize President Murbarger to negotiate with CEFS on Lease Agreement.

Attorney Barry Bright discussed submission of application for Enterprise Zone with other Villages of Clay City and Xenia. A motion made by Trustee Fender and seconded by Trustee Miller to authorize President Murbarger to proceed and create proposal and present at next month’s meeting.

During open time village board discussed employee flu shots, community courtyard maintenance, utility bills, trustee pay raises, and set Trick or Treat for October 29, 2015 from 6-8 PM.  

A motion made by Trustee Miller and seconded by Trustee Frye to approve employee flu shots.

A motion made by Trustee Fender and seconded by Trustee Rinehart to approve monthly bills.

Conference call with Trustee Byers ended at 7:53. 

A motion to enter into Executive Session was made by Trustee Rinehart and seconded by Trustee Stortzum at 7:56 PM for the purpose of approving last month’s executive session meeting minutes, Personnel and Lease, Sale and/or Purchase of Real Estate or Possible Litigation. Absent Trustee Byers.

The Village Board of Trustees returned to open session at 8:15 PM on a motion by Trustee Rinehart and seconded by Trustee Miller. Trustee Byers absent.
