VILLAGE OF LOUISVILLE BOARD MINUTES

February 09, 2012 Regular Meeting

Open Session

6:00 P.M.

The Village Board of Trustees met in regular session with President Murbarger, Trustee Byers, Trustee Leonard, Trustee Miller, and Trustee Fender in attendance. With Trustee Poehler entering at 6:04 PM and Trustee Rinehart was absent for this evening’s meeting. Also in attendance were Attorney Barry Bright, Superintendent Rusty Harper, Treasurer Stephanie Bailey, Deputy Corey Heurman, Village Engineer Mike Bridges, and Beth Fancher of The Clay County Republican, Chad Traub of the Advocate Press, and Amanda Keys the Clay County Animal Control Warden. Steve Miller with the City of Effingham entered the meeting at 7:15 PM

President Murbarger called the meeting to order at 6:00 PM

Roll Call taken and the following Village authorities announced present at the beginning of the January 09, 2012 regular monthly meeting: President Dale Murbarger, Trustee Gene Leonard, Trustee Nancy Byers, Trustee Troy Fender and Trustee Danny Miller. Trustee Jean Ann Poehler, entering at 6:04 PM and Trustee Gina Rinehart was absent for this evening’s meeting.

The first motion of the evening was to approve this evenings’ agenda. Motion made by Trustee Byers and seconded by Trustee Miller.

A motion was then made to approve the January 12 Regular Meeting Minutes by Trustee Miller and seconded by Trustee Leonard.

Deputy Heurman submitted the monthly police report, and indicated that it was a busy month.

No motion was made for the village to purchase WCRC National FFA Week Salutes advertising package.

Superintendent Rusty Harper informed the Trustees that he has a few quotes to extend the overflow pipe at the park water tower it was not indicated if the quotes included prevailing wage rates. Rusty will speak with all bidders and report back in March 2012.

Amanda Keys; The Clay County Animal Control Officer is seeking permission to clear a path located behind the Animal Shelter. This will clear a path to the Walking Trail, belonging to the Village of Louisville. The Animal Shelter volunteers want to walk dogs on the trail and have a walk-a-thon eventually. Amanda has volunteers on the 1st and 3rd Saturdays of each month to walk the dogs at the shelter. Amanda also updated the Village Board on the Dog owned by Travis Landreth living at 630 McElyea Street in Louisville. Village Employee, Harry Winterrowd was bitten while reading meters on Mr. Landreth property. The dog was taken from the owner due to improper quarantining of the animal and quarantined at the Clay County Animal Shelter. Officer Lee stated that the dog owner will have to pay $25. Impound fee, plus $5./a day boarding fees, receipt from a veterinarian where he intended to vaccinate and neuter the animal and then purchase 2 signs for threatening dog for $35.before he is able to pick up his dog. Officer Lee also stated that, she would also like to get more community involvement to be able to improve the condition of the animal shelter. A Motion made by Trustee Fender and seconded by Trustee Byers to allow Amanda to clear the path and for Superintendent Harper to install a culvert.

A Letter from EJ Water Corporation was presented notifying the Village of Louisville that a rate increase of $.06 cents/thousand gallons effective January 31, 2012 went into place the water rate will go from $1.81 to $1.87 per thousand gallons. Attorney Barry Bright also stated that the Village is very close to getting the contract completed with EJ Water and it will more than likely be presented in March for approval.

An update on the second story windows on the west side of the square; Village President issued letters to Marshall Clinic, The Potters Shed and Visible Changes asking them to verify the safety of the windows above their businesses. Dr. Jennings of Marshall Clinic was the only owner that had responded so far.

A motion by Trustee Byers to authorize the Village President Dale Murbarger to enter into an agreement with the Farmhand Quartet for the June 2012 entertainment on the village square at a cost of $1,500, seconded by Trustee Leonard.

A motion to authorize the Village Clerk to publish bid notice in the Clay County Republican for mowing of village properties for the 2012 summer was made by Trustee Miller and seconded by Trustee Leonard.

Motion to allow the Red Hat Society permission to use the Community Center for their meetings free of charge made by Trustee Poehler, seconded by Trustee Byers.

Trustee Jean Ann Poehler made a motion to accept the Ordinance prepared by Attorney Bright, allowing the Village of Louisville to utilize ANY of the three banking facilities currently located within the Village of Louisville limits and seconded by Trustee Miller.

Kathy Pampe addressed the Village Board regarding possible grants that the Village could apply for:

Illinois Department Enhancement Program, Community Development Assistance Grants, USDA Rural Development, and Governor’s Hometown Award. President Murbarger suggested we put these items on our Strategic Planning agenda to discuss in depth. Kathy was asked to proceed with the Governor’s Hometown Award.

Motion to approve the regular monthly bills made by Trustee Fender, seconded by Trustee Byers.

A Motion to go into Executive Session made at 7:19 PM by Trustee Fender and seconded by Trustee Byers for review of previous Executive Session Minutes, Personnel, Lease and/or Purchase of Real Estate, and Pending or Possible Litigation.
