6:00 PM Regular Monthly Meeting

REGULAR MONTHLY MEETING MINUTES

At 6:00 PM, the Village Board of Trustee’s met in Regular Session, those in attendance were, President Dale Murbarger, Trustee Troy Fender, Trustee Danny Miller, Trustee Steve Stortzum, Trustee Nancy Byers and Trustee Angie Frye. Also in attendance were Attorney Barry Bright, Treasurer Stephanie Bailey, Superintendent Troy Elwood, Beth Fancher of Clay County Republican, Sheriff  Department Deputy Elam Lewis, Citizen John Rourk, Kelly Hance of Hance Painting and Drywall, HOPE Trust Representatives Ray Diel, Kevin Kern, Alex Snedeker and Jason Boothe. Engineer Mike Bridges absent. Trustee Gina Rinehart arrived at 6:06, Clerk Angela Stanfield arrived at 6:35.  Hope Trust Representatives left at 6:25 pm and John Rourk left at 7:00 pm. Trustee Fender left at 8:05 due to a fire call.

Treasurer Stephanie Bailey substituted as minute taker for Clerk Angela Stanfield.

President Murbarger called the meeting to order at 6:00 PM.

Roll Call taken and the following Village authorities announced present at the beginning of the February 11, 2016 regular meeting: President Dale Murbarger, Trustee Danny Miller, Trustee Troy Fender, Trustee Steve Stortzum, Trustee Nancy Byers, and Trustee Angie Frye.

 Pledge of Allegiance followed.

A motion made by Trustee Byers and seconded by Trustee Miller to approve the agenda for February 11, 2016 regular meeting. Trustee Rinehart absent.

A motion made by Trustee Byers and seconded by Trustee Miller to approve the regular monthly meeting minutes for January 14, 2016 with no changes. Trustee Rinehart absent.

Deputy Elam Lewis of Clay County Sheriff’s Office presented the Activity Report for

January 2016.

Ray Diel of HOPE Trust presented village with a $754.04 dividend check.

Trustee Rinehart arrived at 6:06

 Village board discussed the water damage to the Village Hall Building. Kelly Hance of Hance Painting and Drywall presented a bid for $30,740.00 for installing new stucco, but bid does not include removal of old stucco. Mr. Hance also stated after removal of old stucco he could evaluate damage and provide accurate estimate for additional repairs that may be revealed after old stucco is removed. In addition, the project requires fifty five degree temperatures before construction may begin.

A motion made by Trustee Rinehart and seconded by Trustee Miller to approve donation of $485 to the Historical Society for repairs to the old jail. Brandon Headlee of Headlee’s Shingle Slingers proposed estimate of $485.

A motion made by Trustee Miller and seconded by Trustee Stortzum to approve donation to North Clay Post Prom of $50.00. Trustee Rinehart and Trustee Byers voting no.

Clerk Angela Stanfield arrived at 6:35 replaced Treasure Stephanie Bailey as minute taker.

President Murbarger reported for Engineer Mike Bridges. A motion made by Trustee Miller and seconded by Trustee Frye to approve $45,000.00 in MFT Funds for the annual oil and chip program for village streets.

President Murbarger reported for Engineer Mike Bridges. A motion was made by Trustee Fender and seconded by Trustee Stortzum to approve $42,177.00 in MFT funds for Tanner Street culvert replacement project.

President Murbarger discussed dates for the Strategic Planning Meeting. Village board set a March 5, 2015 at 9:00 am at village hall for the annual Strategic Planning Meeting.

A motion made by Trustee Miller and seconded by Trustee Byers to approve authorization to publish bid notice for mowing.

Attorney Barry Bright report on Bailey building encroachment on cemetery grounds/possible litigation discussed in closed session.

A motion to enter into Executive Session was made by Trustee Fender and seconded by Trustee Miller at 6:57 PM for the purpose of approving last month’s executive session meeting minutes, Personnel and Lease, Sale and/or Purchase of Real Estate or Possible Litigation.

Trustee Fender left at 8:05 due to fire call.

The Village Board of Trustees returned to open session at 8:19 PM on a motion by Trustee Rinehart and seconded by Trustee Miller. Trustee Fender absent.

A motion made by Trustee Rinehart and seconded by Trustee Frye to approve monthly bills. Trustee Fender absent.

 A motion made by Trustee Stortzum and seconded by Trustee Miller to approve Executive Session Minutes for December 10, 2015 and January 14, 2016 with no changes. Trustee Fender absent.

A motion made by Trustee Rinehart and seconded by Trustee Miller to authorize Attorney Barry Bright to prepare response letter regarding Norma Jean Bailey building encroachment on village cemetery. Trustee Fender absent.

A motion to recess February 11, 2016 meeting and reconvene on February 18, 2016 at 6:30 PM made by Trustee Stortzum and seconded by Trustee Miller at 8:52 PM. Trustee Fender absent.
