January 12, 2017

6:00 PM Regular Monthly Meeting 

REGULAR MONTHLY MEETING MINUTES

At 6:00 PM, the Village Board of Trustee’s met in Regular Session, those in attendance were, President Dale Murbarger, Trustee Troy Fender, Trustee Danny Miller, Trustee Angie Frye, Trustee Nancy Byers and Trustee Steve Stortzum. Also in attendance were Attorney Barry Bright, Clerk Angela Stanfield, Treasurer Stephanie Bailey, Superintendent Troy Elwood, Engineer Mike Bridges, Beth Fancher of Clay County Republican, Pat Garrett of WNOI, Citizen John Rourk and James Patrick of South Central Illinois Regional Planning and Development Commission. Trustee Gina Rinehart arrived at 6:01 PM. Sheriff Andy Myers arrived at 6:06 PM. Andy Myers left at 6:45 PM. 

President Murbarger called the meeting to order at 6:00 PM. 

Roll Call taken and the following Village authorities announced present at the beginning of the January 12, 2017 regular meeting: President Dale Murbarger, Trustee Troy Fender, Trustee Danny Miller, Trustee Steve Stortzum, Trustee Angie Frye and Trustee Nancy Byers. Trustee Gina Rinehart absent. 

Pledge of Allegiance followed. 

A motion made by Trustee Byers and seconded by Trustee Miller to approve the agenda for January 12, 2017 regular meeting. Trustee Rinehart absent.

5 Ayes – 0 Nays – 1 Absent – Motion Carried 

A motion made by Trustee Frye and seconded by Trustee Fender to approve the regular monthly meeting minutes for December 08, 2016, with no changes. Trustee Rinehart absent.

Trustee Rinehart arrived at 6:01. 

A motion made by Trustee Fender and seconded by Trustee Rinehart to approve monthly bills.

President Murbarger offered condolences to Trustee Nancy Byers due to the passing of her husband, Sam Byers. 

James Patrick with South Central Illinois Regional Planning and Development Commission presented information regarding the Community Development Block Grant funded by the U.S. Department of Housing and Urban Development. James Patrick explained the grant was to financially assist the states smaller rural communities to promote economic development, and target housing projects in low income areas. James Patrick explained how the projects are screened and the basic eligibility for the grants. James Patrick explained the application process and stated the grant application deadline is no later than July 31, 2017. Village board will review information presented, and consider approval to begin the application process for the Community Development Block Grant with James Patrick of South Central Illinois Regional Planning and Development Commission at next month’s meeting.   

Sheriff Andy Myers of Clay County Sheriff’s Office presented the Activity Report for December 2016. 

Superintendent Troy Elwood presented information regarding the painting of the Louisville Water Tower. Elwood reviewed and discussed the payment plan program and proposal, submitted by Darin Clark of Utility Services Group. Elwood recommended the board consider proposal from Utility Services Group for $87,139.00 to paint the Louisville Water Tower. Elwood did not recommend the payment plan program presented by Darin Clark with Utility Services Group, Elwood stated maintenance cost had been budgeted for the Louisville Water Tower for the painting project. A motion made by Trustee Rinehart and seconded by Angie Frye to approve Utility Service Group to paint the Louisville Water Tower, with white paint and black letters, and retrace and paint the logos, for $87,139.00, and not join the payment plan program with Utility Service Group. 

President Murbarger announced Village Trustee Danny Miller was seriously ill and asked for prayers for Trustee Danny Miller and his family. 

A motion to adjourn made by Trustee Fender and seconded by Trustee Rinehart at 7:04 PM.
