The Village Board of Trustee’s met in Regular Session, those in attendance were, President Kim Adair, Trustee Rusty Harper, Trustee Craig Clifton, Trustee Nancy Byers, Trustee Gina Rinehart, Trustee Steve Stortzum and Trustee Angie Frye. Also in attendance were Attorney Barry Bright, Superintendent Troy Elwood, Clerk Angela Stanfield, Treasurer Stephanie Bailey, Engineer Mike Bridges, Beth Fancher of Clay County Republican, Pat Garrett of WNOI, John Rourk, Chad Milner of Sheriff’s Department, Betty Carter of Casey’s General Store and Brooke Fritschle of Kemper CPA.

President Kim Adair Adair called the meeting to order at 6:00 PM.

Roll Call taken and the following Village authorities announced present at the beginning of the July 13, 2017 Regular Meeting; President Kim Adair, Trustee Craig Clifton, Trustee Rusty Harper, Trustee Gina Rinehart, Trustee Nancy Byers, Trustee Steve Stortzum and Trustee Angie Frye.

Pledge of Allegiance followed.

Citizens to Request to Address the Board;
Betty Carter of Casey’s General Store, 300 Route 45 South, indicated interest in obtaining a liquor license for the sale of alcoholic liquor in the Village of Louisville.

A motion made by Trustee Clifton and seconded by Trustee Stortzum to approve the agenda for July 13, 2017 Regular Meeting.

A motion made by Trustee Frye and seconded by Trustee Byers to approve the Consent Agenda; May 31, 2017 Strategic Planning Meeting Minutes, June 08, 2017 Regular Meeting Minutes, June 28, 2017 Special Meeting Minutes.

Deputy Chad Milner of Sheriff’s Department presented the Activity Report for June 2017.

Brooke Fritschle of Kemper CPA Group LLP, presented the Annual Financial Report for Fiscal Year 2017. A motion made by Trustee Rinehart and seconded by Trustee Frye to approve the Annual Financial Report for Fiscal Year 2017.

Brooke Fritschle of Kemper CPA Group LLP, presented the TIF Annual Financial Report for Fiscal Year 2017. A motion made by Trustee Rinehart and seconded by Trustee Frye to approve the TIF Annual Financial Report for Fiscal Year 2017.

A motion made by Trustee Frye and seconded by Trustee Clifton to approve Appropriation Ordinance Fiscal Year 2018.

Village board discussed the Fire and Security System storm damage repair cost. A motion made by Trustee Rinehart and seconded by Trustee Harper to approve Fire and Security System repair cost of $2,300 to FE Moran.

Superintendent Troy Elwood discussed sidewalks. A motion made by Trustee Clifton and seconded by Trustee Rinehart to authorize Superintended Troy Elwood to proceed with second phase of replacing sidewalks for $25,000.00.

Superintendent Troy Elwood discussed reinstalling the hand rails located at 110 Chestnut Street which were removed during the construction of the new steps.

Superintendent Troy Elwood discussed expanding the Ameren CIPS right of way at village walking trail. A motion made by Trustee Byers and seconded by Trustee Frye to authorize Superintendent and President to settle agreement with Ameren CIPS right of way on village walking trail.

Village board discussed golf carts.

Village board discussed landscaping proposal for maintenance for the Community Courtyard.

Village board reviewed code book chapter 25 regarding nuisances.

Village board authorized Attorney Barry Bright to prepare CEFS Lease Agreement Ordinance for approval at next month’s meeting.

During open time village board discussed village website updates and nuisance properties.

A motion to enter into Executive Session was made by Trustee Stortzum and seconded by Trustee Clifton at 7:31 PM for the purpose of reviewing last month’s executive session meeting minutes, Personnel and Lease, Sale and/or Purchase of Real Estate or Possible Litigation.

The Village Board of Trustees returned to open session at 8:36 PM on a motion by Trustee Stortzum and seconded by Trustee Clifton.

A motion to approve Executive Session Minutes for June 08, 2017 Regular Meeting made by Trustee Stortzum and seconded by Trustee Harper.
