Meeting Minutes

6:00 PM

June 18, 2015                                             

The Village Board of Trustee’s met in Regular Session, those in attendance were, President Dale Murbarger, Trustee Troy Fender, Trustee Danny Miller, Trustee Nancy Byers, Trustee Steve Stortzum, Trustee Angie Frye. Also in attendance were Attorney Barry Bright, Superintendent Troy Elwood, Clerk Angela Stanfield, Treasurer Stephanie Bailey, Engineer Mike Bridges, Sheriff Andy Myers, and David McPeak of the Historical Society. Trustee Gina Rinehart arrive at 6:17. Roger Noll of IRWA arrived at 6:20. Beth Fancher of Clay County Republican, Pat Garrett of WNOI arrived at 6:27. Bob Stortzum arrived at 6:35. David McPeak left at 6:20, Roger Noll left at 7:30, Bob Stortzum left at 7:49.

President Murbarger called the meeting to order at 6:00 PM.

Roll Call taken and the following Village authorities announced present at the beginning of the June 18, 2015 regular meeting: President Dale Murbarger, Trustee Danny Miller, Trustee Troy Fender, Trustee Nancy Byers, Trustee Steve Stortzum and Trustee Angie Frye. Trustee Gina Rinehart absent.

 Pledge of Allegiance followed.

A motion made by Trustee Byers and seconded by Trustee Miller to approve the agenda for June 18, 2015 regular meeting.  Trustee Rinehart absent.

A motion made by Trustee Miller and seconded by Trustee Byers to approve the regular monthly meeting minutes for May 14, 2015, and special meeting minutes for May 11, 2015. Trustee Rinehart absent.

 Trustee Rinehart arrive at 6:17

 Sheriff Andy Myers of Clay County Sheriff’s Office provided the Activity Report for May, and he left meeting early due to the County Meeting. 

 President Murbarger introduced David McPeak of the Historical Society. David McPeak asked the board to consider a donation to the Historical Society. A motion made by Trustee Fender and seconded by Trustee Byers to approve a $500 donation and approve to assist with manpower and equipment when needed to the Historical Society.

President Murbarger stated during audit it was noted that property at 321 East Chestnut, Matt Byers, was not inside city limits. Matt Byers submitted letter requesting to be annexed into the village limits. Attorney Barry Bright was instructed to prepare petition for annexation for approval at next months meeting.

No motion made to consider donation to Rotary Interact Ruff-N-Tuff 5K.

A motion made by Trustee Miller and seconded by Trustee Frye to approve to advertise with Clay County Republican for the Fall Festival and Village Block Party.

Engineer Mike Bridges presented MFT Oil and Chip bid and stated Larry Heuerman submitted a bid for $39,765.25. A motion made by Trustee Fender and seconded by

Trustee Miller to award the bid to Larry Heuerman for MFT Oil and Chip for $39,765.25. Roll Call

Engineer Mike Bridges discussed the installation of a box culvert installed at the corner of Tanner Street and Vandalia. A motion made by Trustee Fender and seconded by Trustee Stortzum to authorize Engineer Mike Bridges to develop plans and make a recommendation at next months meeting.

Engineer Mike Bridges updated on interconnect with Clay County Water, Waterline Project punch list, and Water Plant building.

Superintendent Elwood reported on the water tower maintenance, and representative from IRWA, Roger Noll provided maintenance information and answered any questions. Motion made by Trustee Rinehart and seconded by Trustee Byers to authorize Superintendent Elwood to develop specs and take bids for water tower maintenance, and inform all bidders that the project must be bid at the prevailing wage rate.

President Murbarger stated a 5K Run Walk benefit, Dash for Lash, will take place on Saturday June 27, 2015 at 9:15 am

President Murbarger stated the Farm Bureau’s request to close Vine Street on August 1, 2015 from 4-8 pm for youth event.

President Murbarger updated on August 15, 2015 Village Block Party, and stated the entertainment will be the Leib Family.

Treasurer Stephanie Bailey informed the board the village needed to opt into IMRF Long Term Care Program. A motion made by Trustee Rinehart and seconded by Trustee Frye to opt into the program.

A motion made by Trustee Rinehart and seconded by Trustee Frye to approve the Prevailing Wage ordinance.

A motion to enter into Executive Session was made by Trustee Rinehart and seconded by Trustee Frye at 7:26 PM for the purpose of approving last month’s executive session meeting minutes, Personnel and Lease, Sale and/or Purchase of Real Estate or Possible Litigation.

 The Village Board of Trustees returned to open session at 8:35 PM on a motion by Trustee Rinehart and seconded by Trustee Frye.

A motion to approve Executive Session Minutes for May 14, 2015 Regular Meeting and May 11, 2015 Special Meeting made by Trustee Fender and seconded by Trustee Byers.

A motion made by Trustee Fender and seconded by Trustee Stortzum to approve to hire summer help, Jerrick VanDyke and Jordan Byers.

A motion made by Trustee Fender and seconded by Trustee Stortzum to authorize Superintendent Troy Elwood to hire summer help, if Jerrick VanDyke and Jordan Byers are not available for hire.

A motion made by Trustee Fender and seconded by Trustee Stortzum to approve to change policy to increase benefit to employee in any extra insurance, to compensate in wages for the village paying $20 for additional insurance, which equals $0.13 per hour, per employee.
