6:00 PM Regular Monthly Meeting 

REGULAR MONTHLY MEETING MINUTES

At 6:00 PM, the Village Board of Trustee’s met in Regular Session, those in attendance were, President Dale Murbarger, Trustee Troy Fender, Trustee Angie Frye, Trustee Nancy Byers, Trustee Danny Miller and Trustee Steve Stortzum. Also in attendance were Attorney Barry Bright, Clerk Angela Stanfield, Treasurer Stephanie Bailey, Engineer Mike Bridges, Superintendent Troy Elwood, Sheriff Andy Myers, Beth Fancher of Clay County Republican, Britt Bailey of CCARS, John Rourk, Kim Adair and Craig Clifton. Trustee Gina Rinehart absent. 

President Murbarger called the meeting to order at 6:00 PM. 

Roll Call taken and the following Village authorities announced present at the beginning of the March 09, 2017 regular meeting: President Dale Murbarger, Trustee Troy Fender, Trustee Steve Stortzum, Trustee Angie Frye, Trustee Danny Miller, and Trustee Nancy Byers. Trustee Gina Rinehart absent. 

Pledge of Allegiance followed. 

President Murbarger announced condolences to Trustee Steve Stortzum for the passing of his uncle. 

A motion made by Trustee Stortzum and seconded by Trustee Byers to approve the agenda for March 09, 2017 regular meeting. Trustee Rinehart absent.

Trustee Danny Miller left board room for restroom from 6:01-6:03 PM. 

A motion made by Trustee Frye and seconded by Trustee Stortzum to approve the regular monthly meeting minutes for February 09, 2017, with no changes. Trustee Miller in restroom. Trustee Rinehart absent.

Sheriff Andy Myers of Clay County Sheriff’s Office presented the Activity Report for February 2017. 

A motion made by Trustee Frye and seconded by Trustee Fender to approve $50 donation to North Clay Post Prom. Trustee Rinehart absent.

Committee for selecting new awnings for the front of City Hall presented recommendation for the style of new awnings. Committee member, Trustee Frye recommended the dome awning for over the doors and straight awnings over the windows, cost amount listed on quote provided from Brumleve Industries, Inc. A motion made by Trustee Fender and seconded by Trustee Stortzum to approve recommendation from committee, to approve new dome awnings over the doors and new straight awnings over the windows, cost amount listed on quote provided from Brumleve Industries, Inc. Trustee Rinehart absent.

Superintendent Troy Elwood asked the board to consider hiring two summer employees. A motion made by Trustee Stortzum and seconded by Trustee Byers to authorize Superintendent Troy Elwood to hire two summer employees. Trustee Rinehart absent.

Treasurer Stephanie Bailey, Louisville Chamber of Commerce member, asked the board to consider closing the west and south side of the square on Friday, May 19, 2017 for the Chamber of Commerce Car Cruse-In. A motion made by Trustee Fender and seconded by Trustee Stortzum to approve closing the west and south side of the square on Friday, May 19, 2017 for the Chamber of Commerce Car Cruse-In. Trustee Rinehart absent.

Village board discussed variance between the Louisville Rotary, 162 South Church and Twila Bible, 166 South Church Street. A motion made by Trustee Frye and seconded by Trustee Byers to approve variance between the Louisville Rotary at 162 South Church and Twila Bible and 166 South Church Street, for Twila Bible to build a movable deck in the back alley. Trustee Rinehart absent.

President Murbarger updated on the Housing Rehabilitation Grant with South Central Illinois Regional Planning and Development Commission. Village board discussed community wide family survey incentive amount. A motion made by Trustee Miller and seconded by Trustee Stortzum to approve community wide family survey incentive amount of $2.00 for utility discount to customers who return the completed survey before April 30, 2017.

Trustee Rinehart absent.

Village board will appoint Advisory Committee for Housing Rehabilitation Grant at next month’s meeting. 

Village board reviewed 2017 Mowing Bids. 

A motion made by Trustee Stortzum and seconded by Trustee Miller to accept bid for Tract 1, Village Cemetery, and award to Larry Lang for $80 per week. Trustee Fender voting no. Trustee Rinehart absent.

A motion made by Trustee Stortzum and seconded by Trustee Frye to accept bid for Tract 2, Water Plant, and award to Byers Mowing for $35 per week. Trustee Byers passed, Trustee Fender voting no, President Murbarger voting yes. Trustee Rinehart absent.

A motion made by Trustee Stortzum and seconded by Trustee Fender to accept bid for Tract 3, K-1 Building, and award to Clay County Rehabilitation Center for $40 per week. Trustee Byers abstain. Trustee Rinehart absent.

Village board discussed request for consideration for damages due to sewer back-up from Terry Clifton homeowner of 327 Woods Lane. Terry Clifton submitted a letter to the village board in reference to a sewer back-up on March 03, 2014 at his home at 327 Woods Lane. Village board took no action on request from Terry Clifton for consideration for damages due to sewer back-up on March 03, 2014. 

Village board discussed the April 04, 2017 Elections. 

Village board discussed animal control and Contract Agreement with CCARS. A motion was made by Trustee Fender and seconded by Trustee Frye to authorize Attorney Barry Bright to prepare CCARS Contract Agreement for animal control. Trustee Rinehart absent.

During open time village board discussed sending informational letters to residents. 

A motion made by Trustee Fender and seconded by Trustee Frye to approve monthly bills. Trustee Rinehart absent.

A motion made by Trustee Fender and seconded by Trustee Byers to authorize payment for bills for victims regarding a dog bite incident, which William Cruse was liable. William Cruse paid restitution to the Village of Louisville to cover expenses. Trustee Rinehart absent.

A motion to enter into Executive Session was made by Trustee Stortzum and seconded by Trustee Miller at 7:19 PM for the purpose of approving last month’s executive session meeting minutes, Personnel and Lease, Sale and/or Purchase of Real Estate or Possible Litigation. Trustee Rinehart absent.

The Village Board of Trustees returned to open session at 7:34 PM on a motion by Trustee Fender and seconded by Trustee Stortzum. Trustee Rinehart absent.

Trustee Danny Miller expressed appreciation to the village board for the accomplishments that were achieved during his terms as village trustee. 

President Murbarger also expressed appreciation to the village board for the accomplishments that were achieved during his terms as village president. 

A motion to adjourn made by Trustee Miller and seconded by Trustee Stortzum at 7:49 PM. Trustee Rinehart absent.
