Meeting Minutes

March 19, 2015

 

The Village Board of Trustee’s met in Regular Session, those in attendance were President Murbarger, Trustee Fender, Trustee Miller, Trustee Poehler, Trustee Byers and Trustee Leonard. Also in attendance were Attorney Barry Bright, Superintendent Troy Elwood, Clerk Angela Stanfield, Treasurer Stephanie Bailey, Engineer Mike Bridges, Deputy Elem Lewis of Clay County Sheriff’s Office, Beth Fancher of Clay County Republican, Pat Garrett of WNOI, Clay County Engineer Mike Quandt, Dan Graham and Mike Gill of Flora Bank & Trust, Trent Moore and Dave Fulk of Sav-Mor Phamacy. Trustee Rinehart arrived at 6:02. Troy Elwood left at 6:25, Mike Quandt left at 6:30, Dan Graham, Mike Gill, Trent Moore and Dave Fulk left at 6:37.

President Murbarger called the meeting to order at 6:00 PM.

Roll Call taken and the following Village authorities announced present at the beginning of the March 19, 2015 regular meeting: President Dale Murbarger, Trustee Danny Miller, Trustee Troy Fender, Trustee JeanAnn Poehler, Trustee Gene Leonard, Trustee Byers. Trustee Gina Rinehart absent.

Pledge of Allegiance followed.

A motion to approve Agenda for March 19, 2015 made by Trustee Miller and seconded by Trustee Leonard, with the Superintendents Report and Open Time discussions to move to the beginning of the agenda. Trustee Rinehart absent.

A motion made by Trustee Byers and seconded by Trustee Miller to approve February 19, 2015 Regular Meeting Minutes. Trustee Rinehart absent.

Trustee Rinehart entered the meeting at this point at approximately 6:02 p.m.

Clay County Sheriff’s Office, Elem Lewis presented Activity Report for February.

Superintended Troy Elwood presented proposal for street maintenance on 320 Ova Street for quarterly oil and chip and general maintenance for $783.03. Village board discussed revocable and irrevocable property license options. Village board discussed to install appropriate signage indicating no through traffic. A motion made by Trustee Miller and seconded by Trustee Leonard to authorize Superintendent Troy Elwood to install appropriate signage for Ova Street. Trustee Byers Passed.

Superintendent Troy Elwood presented Construction Application/Permit form for possible adoption. A motion made by Trustee Fender and seconded by Trustee Rinehart to approve Construction Application/Permit Form.

Clay County Engineer Mike Quandt presented information regarding Road and Bridge Special Tax question to appear on the ballot on the April 7, 2015 Election. Engineer Quandt stated the tax was not a new tax, but the renewal of a tax that has been voted upon every five years by the voters of Clay County. Engineer Quandt asked for support for the Special Tax for Highway.

A motion made by Trustee Byers and seconded by Trustee Leonard to approve $10,000.00 moved from the General Fund to the IMRF Fund.

A motion made by Trustee Rinehart and seconded by Trustee Poehler to approve $12,177.00 moved from MFT Savings to MFT Checking.

Village Board reviewed mowing bids for the 2015 mowing jobs for the village.

A motion made by Trustee Byers and seconded by Trustee Miller to accept bid for Tract 1, Village Cemetery and award to Larry Lang for $80 per week. Trustee Fender and Trustee Rinehart voting no.

A motion made by Trustee Rinehart and seconded by Trustee Miller to accept bid for Tract 2, Water Plant and award to Jordan Byers for $30 per week. Trustee Byers abstain.

A motion made by Trustee Poehler and seconded by Trustee Miller to accept bid for Tract 3, K-1 Building and award to Jordan Byers for $65. Trustee Byers passed and Trustee Fender voting no.

Flora Bank and Trust President Dan Graham presented the new facility building plans for North Clay Banking Center and Sav-Mor Pharmacy, and announced construction will begin in April 2015. David Fulk and Trent Moore gave information regarding Sav-Mor Pharmacy.

Engineer Mike Bridges updated on the Louisville Service Station. A motion made by Trustee Miller and seconded by Trustee Byers to authorize Attorney Barry Bright to prepare a resolution to approve agreement with the Village of Louisville and Louisville Service Station.

President Murbarger discussed trash cans being left along the streets for extended periods of time after garbage pickup. A motion made by Trustee Miller and seconded by Trustee Leonard to authorize Attorney Barry Bright to prepare ordinance establishing trash pickup regulations, and present at next month’s meeting.

Attorney Barry Bright presented a resolution granting setback variance for property located at 355 South Church Street. A motion made by Trustee Fender and seconded by Trustee Rinehart to approve resolution.

Village board discussed Community Courtyard maintenance and consideration of memorial for Nita Noblet.

A motion to enter into Executive Session was made by Trustee Byers and seconded by Trustee Fender at 7:30 PM for the purpose of approving last month’s executive session meeting minutes, Personnel and Lease, Sale and/or Purchase of Real Estate or Possible Litigation.

The Village Board of Trustees returned to open session at 8:17 PM on a motion by Trustee Poehler and seconded by Trustee Rinehart.

A motion to approve Executive Session Minutes for February 19, 2015 Regular Meeting made by Trustee Fender and seconded by Trustee Miller.

A motion made by Trustee Fender and seconded by Trustee Rinehart to contact engineer for boundary review of village cemetery, and also contact Graveside Services for possible assistance in grave location.
