VILLAGE OF LOUISVILLE BOARD MINUTES

May 10, 2012 Regular Meeting

Open Session

6:00 PM

The Village Board of Trustees met in regular session with President Murbarger, Trustee Rinehart, Trustee Poehler and Trustee Fender, Trustee Miller and Trustee Byers in attendance. Also in attendance were Attorney Barry Bright, Superintendent Rusty Harper, Treasurer Stephanie Bailey, Deputy Milnar, Pat Garrett with WNOI, Village Engineer Mike Bridges, and Beth Fancher of The Clay County Republican, Chad Traub of the Advocate Press, Sue Bailey, Billy and Lou Ann Cruse, Teresa Hunley Clerk from the Village of Noble. Angela Stanfield Village Clerk and Collector will be sworn in this evening. Trustee Gene Leonard is absent for this evenings meeting as he is out of town.

 

President Murbarger called the meeting to order at 6:00 PM

Roll Call taken and the following Village authorities announced present at the beginning of the May 10, 2012 regular monthly meeting: President Dale Murbarger, Trustee Troy Fender, Trustee Jean Ann Poehler, Trustee Gina Rinehart, Trustee Nancy Byers, and Trustee Danny Miller. Trustee Gene Leonard absent.

The first order of business this evening was to swear in the new Village Clerk/Collector for the Village of Louisville, Mrs. Angela L. Stanfield. The Oath of Office was given to her by the Village President. Attached is a copy of her signed Oath of Office.

A motion made to approve this evenings’ agenda. Motion made by Trustee Rinehart and seconded by Trustee Fender.

A motion was then made to approve the April 12, 2012 Regular Meeting Minutes, April 30, 2012 Special Meeting Minutes and May 9, 2012 Special Meeting Minutes by Trustee Byers and seconded by Trustee Poehler.

1 Absent – Trustee Leonard

The computer system was down at the Sheriff’s Department there was not a police report available.

A motion made by Trustee Rinehart for a $500.00 donation to the George Tolliver Scholarship Fund, seconded by Trustee Byers.

The Village Engineer was asked when the waterline project would go out for bids and the Village Board was informed that an EPA permit and an IDOT permit and one easement was all that they were waiting for and then the project will be able to go out for bids.

An Engineering Services Retainer Agreement and Roadway Sign Inspection and Maintenance Policy both were tabled in order for the Village Attorney to review.

A letter of Thanks was sent to the Village Board for allowing the North Clay Fire Protection District the use of the K-1 building basement as a designated storm shelter. The Fire Department will be installing a weather radio and signage to the outside. It was noted that battery powered emergency lighting is already in the building due to its past use as a school classroom.

Village President Dale Murbarger updated the Village Board on the progress of Kathleen Pampe, Grant Writer on a bicycle/walking path grant and The Governors Hometown Award applications and letters of support for the projects.

A motion to approve the Ordinance to approve lease of additional classroom space in the K-1 Building to CEFS was made by Trustee Rinehart and seconded by Trustee Byers.

An Ordinance to amend the codebook section regarding inoperable vehicles was tabled until next month.

A Letter of thanks was viewed by the Village Board for the Memorial Contribution to the Old Union Church in the name of Mary Grahn, from the Grahn family.

Sue Bailey approached the Village Board of Trustees and President Murbarger to have her property declared as a Feral Cat Colony Manager, Sue Bailey lives in Turner Sub-division, and Turner Subdivision has a “Declaration of Restrictive Covenants” (which is attached to these minutes). The restrictive covenant that governs the Subdivision, Item #5 States that NO animals of any kind shall be permitted in said sub-division with the exception of usual house pets such as dogs and cats, and no more than three dogs and three cats shall be permitted for a single residence. There was no motion proposal dies.

Lou Ann and Billy Cruse approached the Village Board of Trustees and President Murbarger to ask permission on setting up a Semi-trailer as storage shed. It would be removed off wheelbase no motion was taken but the village is looking a prohibiting this and it was told to them at this time no they could not use a semi-trailer as a storage shed.

Permission was granted to the North Clay Fire Protection District asked to use the house on Route 45 for “Smoke House Training.”

Motion to approve the regular monthly bills made by Trustee Rinehart, seconded by Trustee Fender with Trustee Byers Passing on the vote.

A Motion to go into Executive Session made at 8:08 PM by Trustee Fender and seconded by Trustee Miller for review of previous Executive Session Minutes, Personnel, Lease, Sale and/or Purchase of Real Estate, and Pending or Possible Litigation.

Trustee Gina Rinehart excused herself from the meeting at 8:08
