NEW BUSINESS                                           

The Village Board of Trustee’s met in Regular Session, those in attendance were, President Kim Adair, Trustee Rusty Harper, Trustee Craig Clifton, Trustee Nancy Byers, Trustee Gina Rinehart, Trustee Steve Stortzum and Trustee Angie Frye. Also in attendance were Attorney Barry Bright, Superintendent Troy Elwood, Clerk Angela Stanfield, Treasurer Stephanie Bailey, Engineer Mike Bridges, Sheriff Andy Myers, Beth Fancher of Clay County Republican, Pat Garrett of WNOI, John Rourk, Barry Adair, Samantha and Quinn Bible, Matt Bible and Terry Clifton.

 Village Clerk Angela Stanfield swore in Trustee Craig Clifton, Trustee Rusty Harper and President Kim Adair to the village board, all for a four year term.

 President Adair called the meeting to order at 6:48 PM.

 Roll Call taken and the following Village authorities announced present at the beginning of the May 11, 2017 Regular Meeting (New Business); Trustee Craig Clifton, Trustee Rusty Harper, Trustee Gina Rinehart, Trustee Nancy Byers, Trustee Steve Stortzum and Trustee Angie Frye.

 Pledge of Allegiance followed.

 A motion made by Trustee Stortzum and seconded by Trustee Frye to approve the agenda for May 11, 2017 Regular Meeting (New Business).

6 Ayes – 0 Nays – Motion Carried

 Sheriff Andy Myers of Clay County Sheriff’s Office presented the Activity Report for April 2017.

 A motion made by Trustee Stortzum and seconded by Trustee Rinehart to approve President Kim Adair to Hope Trust Board of Directors.

 A motion made by Trustee Clifton and seconded by Trustee Frye to approve President Kim Adair as an authorized signature for all Village Accounts at Clay County State Bank.

 A motion made by Trustee Clifton and seconded by Trustee Byers to approve removal of Dale Murbarger, Danny Miller, and Troy Fender as an authorized signature for all Village Accounts at Clay County State Bank.

 Superintendent Elwood reported on the damaged steps located on the north side of the square, at the corner of Main Street and Chestnut Street. A motion made by Trustee Rinehart and seconded by Trustee Harper to authorize Superintendent Troy Elwood to proceed with repairs to the damaged steps located on the north side of the square, at the corner of Main Street and Chestnut Street for proposed amount of $4,000.00 from Tony Luttrell of Luttrell Backhoe Inc.

 President Adair set the Strategic Planning Meeting for Thursday, May 25, 2017 at 5:30 PM at city hall.

 Trustee Stortzum made motion to authorize Attorney Barry Bright to search corporate boundaries for future liquor license, and seconded by Trustee Frye. Trustee Rinehart voting no. Trustee Clifton abstain.

4 Ayes – 1 Nays – 1 Abstain – Motion Carried

 President Adair appointed Committee Members to the Housing Rehabilitation Grant, Todd Fender and Kelly Carruthers.

 A motion to enter into Executive Session was made by Trustee Rinehart and seconded by Trustee Byers at 7:11 PM for the purpose of reviewing last month’s executive session meeting minutes, Personnel and Lease, Sale and/or Purchase of Real Estate or Possible Litigation.

 The Village Board of Trustees returned to open session at 8:00 PM on a motion by Trustee Rinehart and seconded by Trustee Clifton.

 A motion made by Trustee Clifton and seconded by Trustee Frye to approve hiring three employees for summer help. Trustee Rinehart abstain.

 A motion to adjourn made by Trustee Stortzum and seconded by Trustee Byers at 8:03 PM.
