May 20, 2013 Special Meeting

6:00 PM

The Village Board of Trustees met in regular session with President Murbarger, Trustee Byers, Trustee Leonard, Trustee Rinehart, Trustee Fender and Trustee Miller. Also in attendance were Attorney Barry Bright, Clerk/Collector Angela Stanfield, Superintendent Rusty Harper, Treasurer Stephanie Bailey, Ray Diel with HOPE Trust Insurance, Marion Pogus and Don McDonanld of Image Architects.

President Murbarger called the meeting to order at 6:00 p.m.

Roll Call taken and the following Village authorities announced present at the beginning of the May 20, 2013 special meeting: President Dale Murbarger, Trustee Jean Ann Poehler, Trustee Gene Leonard, Trustee Nancy Byers, Trustee Danny Miller, Trustee Troy Fender and Trustee Gina Rinehart.

President Murbarger stated the purpose of the special meeting was to meet with Image Architects and discuss options for the building located at 150 Chestnut, and also discuss employee health insurance.

Treasurer Stephanie Bailey informed the board of a dilemma regarding newly approved employee health insurance policy with Nippon Life Insurance. Jarred Brissenden, agent with Brisseden Financial Services, informed the village of a considerable increase of premium cost than was previously quoted. The original quoted amount the village approved with Nippon was $3314.66 monthly, with an annual cost of $39,775.92. The amount increased to a monthly cost of $6763.54, with an annual cost of $81,162.48. Ray Deil, representative of Snedeker Risk Insurance was invited to the special meeting to look at options for the village to join the HOPE Trust (Health Options for Public Entities). Ray Deil had presented group health proposals on March 11, 2013, employee applications were completed and approved by HOPE Trust, however Nippon Life Insurance at that time offered a lower rate. Ray Deil reviewed the proposal and informed the village they could be available to start coverage June 1, 2013.

A motion made by Trustee Fender and seconded by Trustee Miller to pay additional $3,000 to Nippon for employee health insurance coverage effective May 15, 2013.

A motion made by Trustee Rinehart and seconded by Trustee Miller to cancel employee health insurance with Nippon Life as of June 3, 2013 and begin paperwork to join HOPE Trust with Snedeker Risk Management for Platinum Plan with a $500 deductible effective June 1, 2013.

President Murbarger introduced Marion Pogus and Don McDonald from Image Architects Inc. and invited them to begin their presentation of conceptual estimate of cost regarding the building located at 150 Chestnut. Marion Pogus presented three options for construction of a possible new business incubator:

  1. Repair and remodel the building with estimated cost of $1,170,247
  2. Construct new facility – 6,400 SF with estimated cost of $1,529,669
  3. Construct new facility – 5,000 SF with estimated cost of $1,205,345

The three options were discussed regarding the building located at 150 Chestnut and after reviewing the estimates presented by Image Architects Inc., the realization on construction for a new business incubator is not financially realistic for the village. President Murbarger expressed appreciation to Image Architects Inc., and stated that public entities were required to use architects for grant related projects to ensure all rules and regulations were met. The village board agreed the information presented was very helpful and was appreciative to Image Architects Inc. for the professional, straightforward presentation. Village board will continue to seek possibilities regarding the building located at 150 Chestnut.

A Motion to adjourn the meeting made by Trustee Miller and seconded by Trustee Byers at 7:51 p.m.
