VILLAGE OF LOUISVILLE BOARD MINUTES
OCTOBER 24, 2011 SPECIAL MEETING
The Village Board of Trustees met in special session with President Murbarger, Trustee Byers, Trustee Leonard, Trustee Poehler, Trustee Miller, and Trustee Rinehart in attendance. Also in attendance were Clerk/Collector Jodi Daws, Treasurer Stephanie Bailey, Attorney Barry Bright, Superintendent Rusty Harper and Darin Clarke of Utility Service Company.
Trustee Troy Fender was absent for this evenings’ meeting.
President Murbarger called the meeting to order at 6:02 p.m.
Roll Call taken and the following Village authorities announced present at the beginning of the October 24, 2011 Special Meeting. President Dale Murbarger, Trustee Gina Rinehart, Trustee Jean Ann Poehler, Trustee Gene Leonard, Trustee Nancy Byers, and Trustee Danny Miller with Trustee Troy Fender being absent for this evening’s meeting.
Darin Clarke, Water Systems Consultant for Utility Service Company out of Chatham, Illinois, had a slide slow he presented to the Board for Maintenance of the 100K Elevated Water Tower located at the park. The projected schedule of work and fees are as follows: Year one exterior and interior renovation and repairs monthly cost of $5,291 with a yearly total of $63,491; Year two visual inspection and emergency service monthly cost of $5,291 with a yearly total of $63,491; Year three washout inspection and emergency service monthly cost of $5,291 with a yearly total of $63,491; Year four visual inspection and emergency service monthly cost of $1,137 with a yearly total of $13,638; Year five washout inspection and emergency service monthly cost of $1,137 with a yearly total of $13,638. This includes a lifetime warranty on coatings and workmanship (under MP), engineering services at no additional fee, visual inspection annually with detailed report, washout inspection biennially with detailed report, all tank maintenance and repairs, graffiti removal, and any future exterior and interior renovations. The renovation costs spread three years with no interest and would also allow the Village to use the GASB-34 modified approach for the program as well. Darin also stated that this is a perpetual agreement that can be opted out of each year if you so choose. After discussion amongst everyone, President Murbarger asked for Darin to send a revised copy of the work and fees for the Board to review and/or discuss at the next meeting with the following changes: Year one with no monthly fee and annual total of $164,576 that can be split up over three years with $63,491 to be paid thirty days after completion of work and Year’s two, three and four monthly cost of $1,060 with a yearly total of 12,725.
Treasurer Bailey informed everyone that the only date that Judy Mann has available to cater our Christmas party is December 6, 2011. Bailey passed out a memo that stated this information and asked everyone to RSVP as well.
President Dale Murbarger stated that last Friday he spoke with Trustee Troy Fender over the telephone and Fender told him that Anthony Dawkins called him asking about the possibility of him temporarily renting the Motel 45 property. Dawkins would like to temporarily rent the ground to utilize it for extra inventory of automobiles.
