Meeting Minutes

October 3, 2013

 

The Village Board of Trustees met in Regular Session, those in attendance were, President Murbarger, Trustee Byers, Trustee Leonard, Trustee Fender, Trustee Poehler and Trustee Miller. Also in attendance were Attorney Barry Bright, Clerk/Collector Angela Stanfield, Superintendent Rusty Harper, Treasurer Stephanie Bailey, Engineer Mike Bridges, Deputy Cory Heurman of Clay County Sheriff’s Department, Pat Garrett of WNOI, Beth Fancher of Clay County Republican and Mary Maxwell of Advocate Press. Trustee Rinehart was absent.

President Murbarger called the meeting to order at 6:00 p.m.

Roll Call taken and the following Village authorities announced present at the beginning of the October 3, 2013 regular meeting: President Dale Murbarger, Trustee Gene Leonard, Trustee Danny Miller, Trustee Troy Fender, Trustee Jean Ann Poehler and Trustee Nancy Byers. Trustee Gina Rinehart was absent.

Pledge of Allegiance followed.

 

A motion to approve the Agenda for October 3, 2013 by Trustee Byers and seconded by Trustee Leonard.

A motion to approve September 12, 2013 Regular Meeting Minutes by Trustee Byers, and seconded by Trustee Fender.

Deputy Cory Heurman presented the monthly Police Report.

The board authorized Treasurer Bailey and Clerk Stanfield to each make a $50 basket for the Chamber of Commerce, Themed Basket Raffle for the Louisville Fall Harvest Festival. A motion made by Trustee Poehler and seconded by Trustee Miller.

Motion to approve a $500.00 donation to the North Clay Adopt-A-Family Christmas Program made by Trustee Miller, seconded by Trustee Byers.

Motion made to approve $50.00 Chamber Dues by Trustee Leonard, seconded by Trustee Miller.

Village Engineer Mike Bridges presented Haier Plumbing & Heating’s Contractor’s Application for Payment No. 1 for the Water Line Replacement Project for $207,496.52 for stored materials purchased. In addition, Bridges also presented Charleston Engineering, Inc. invoice for Basic Engineering Services for the Water Line Replacement Project for the amount of $100,183.56. A motion to approve Pay Request for Stored Materials and Charleston Engineer Invoice made by Trustee Fender and seconded by Trustee Miller.

President Murbarger voiced concerns regarding the parking in front of City Hall, the board may consider designating parking for city hall customers.

Village of Louisville Board of Trustees agree for President Murbarger may utilize his car as the Village’s parade entry for thanking everyone for attending the Fall Festival Parade.

President Murbarger stated Trick or Treat will be October 31, 2013 from 6-8 pm for youth age 12 and under.

President Murbarger congratulated North Clay Jr. High School Baseball Team on the regional victory and wished them good luck at the State Finals, and also thanked WNOI Radio for broadcasting the game live.

Attorney Barry Bright reported on the Zimmerman Loan Real Estate Tax Bill Payment Status.

Attorney Barry Bright reported on upcoming Tax Levy. Village board directed Attorney Bright to prepare Tax Levy Ordinance with a 4.99 percent increase over last year’s levy for approval at next month’s meeting.

Attorney Barry Bright reported the Renewal Agreement for CCARS, Clay County Animal Rescue Shelter ended on September 30, 2013. A Motion made by Trustee Leonard and seconded by Trustee Miller to keep Animal and Shelter Services Agreement the same as prior agreement, $150 per month plus $10.00 per animal which is euthanized, with an ordinance approving the same to be prepared for next month’s board meeting.

Village board discussed water tower maintenance during open time.

Motion made by Trustee Fender and seconded by Trustee Poehler to approve the regular monthly bills.

Due to this monthly meeting being held on week earlier than usual, motion made by Trustee Byers and seconded by Trustee Miller to approve the treasurer to pay the additional, usual and customary incoming October monthly bills, unless unusually large.

A motion to enter into Executive Session was made by Trustee Miller and seconded by Trustee Fender at 6:26 PM for the purpose of approving last months executive session meeting minutes, Personnel and Lease, Sale and/or Purchase of Real Estate or Possible Litigation.

The Village Board of Trustees returned to open session at 6:41 PM on a motion by Trustee Fender and seconded by Trustee Poehler.

A motion to approve Executive Session Minutes for September 12, 2013 made by Trustee Fender and seconded by Trustee Miller.

A motion made by Trustee Fender and seconded by Trustee Miller to authorize village engineer to survey the Village owned lot on north side of the square.
