VILLAGE OF LOUISVILLE BOARD MINUTES

September 13, 2012 Regular Meeting

Open Session

6:00 PM

The Village Board of Trustees met in regular session with President Murbarger, Trustee Leonard, Trustee Poehler, Trustee Fender, Trustee Miller, and Trustee Rinehart. Also in attendance were Attorney Barry Bright, Clerk Angela Stanfield, Treasurer Stephanie Bailey, Superintendent Rusty Harper and Sheriff Jim Sulsberger. Beth Fancher of Clay County Republican, Pat Garrett of WNOI, Chad Traub of Hometown Journal. Village Engineer Mike Bridges was absent due to a death in the family. Jared Kanallakan, Associate with Moran Economic Development Keith Moran and Gina Rinehart arrived at 6:05. Trustee Nancy Byers was out of town due to business and she made a request to attend the meeting via telephone conference.

President Murbarger called the meeting to order at 6:02 PM

Roll Call taken and the following Village authorities announced present at the beginning of the September 13, 2012 regular monthly meeting: President Dale Murbarger, Trustee Troy Fender, Trustee Jean Ann Poehler, Trustee Danny Miller and Trustee Gene Leonard.

President Murbarger stated Trustee Nancy Byers was out of town due to business and she had made a request for consideration to allow her to attend the meeting via telephone. President Murbarger asked for a motion to allow Trustee Nancy Byers to attend the meeting via telephone from a secure landline. Motion made by Trustee Fender and seconded by Trustee Leonard.

Absent – Trustee Rinehart and Trustee Byers

At 6:05 Trustee Byers entered the meeting via telephone.

At 6:05 Trustee Rinehart entered the meeting.

A motion made to approve this evenings’ agenda. Motion made by Trustee Fender and seconded by Trustee Poehler.

A motion was then made to approve the August 9, 2012 Regular Meeting Minutes and August 20, 2012 Special Meeting Minutes by Trustee Rinehart and seconded by Trustee Poehler.

Sheriff Jim Sulsberger from the Sheriff’s Department presented the police report.

President Dale Murbarger asked for consideration to offer flu shots to Village of Louisville employees at no charge. Motion made by Trustee Miller and seconded by Trustee Leonard.

The Village received a letter from Archie Kincaid requesting consideration to be annexed into the Village of Louisville city limits. Kincaid property is located at 611 East Chestnut Street. President Murbarger advised Attorney Barry Bright to prepare the petition for approval at next month’s meeting.

President Murbarger asked the board to review and compare other communities policies for customer water leaks. Clerk Angela Stanfield provided the board with a list of surrounding communities policies for their review. Possible changes to the current policy may be discussed at next month’s meeting.

President Murbarger and Superintendent Rusty Harper updated the board on village sidewalk maintenance and repair. The board directed Rusty Harper to begin working on sidewalks on Vandalia Road and then move to Kinmundy Road. Superintendent Harper informed the board of several sections of old sidewalk that will need tree roots removed. Trustee Leonard made a motion to authorized Superintendent Harper to contact Bowen’s Tree Service to remove the necessary tree roots needed for completion of village sidewalk replacement and the motion was seconded by Trustee Fender.

President Murbarger and Superintendent Rusty Harper updated the board on the West Square Sidewalk Ramp project. Engineer Mike Bridges advertised for bids on the project and reported there were no interested bidders. Tony Luttrell, Luttrell Backhoe, Inc. submitted a late bid for the amount of $2,415.00. A motion was made by Trustee Miller and seconded by Trustee Poehler to accept the bid from Luttrell Backhoe, Inc., subject to prevailing wage.

President Murbarger informed the board about the Governor’s Hometown Award Presentation. Grant Writer, Kathy Pampe, submitted the application for the Governor’s Hometown Award. The application nominated He-Brews Teen Center. President Murbarger announced that the community will receive an award for winning the category in which the application had been submitted. Trustee Poehler, an active member of He-Brews, expressed appreciation to the Mayor and Board of Trustees for supporting He-Brews.

Keith Moran of Moran Economic Development presented the Eligibility Study and Redevelopment Plan for the proposed TIF District. A motion made by Trustee Fender and seconded by Trustee Rinehart to place the TIF Plan and Feasibility Study on file for ten days and to approve sending the TIF and Feasibility to all affected taxing districts.

Keith Moran also informed the board of a special board meeting scheduled for September 24, 2012 for the purpose of passing an Ordinance Establishing Public Hearing Date as November 8, 2012 for TIF Redevelopment Plan and Project.

Motion to approve the regular monthly bills made by Trustee Rinehart, seconded by Trustee Poehler.

A Motion to go into Executive Session made at 7:25 PM by Trustee Rinehart and seconded by Trustee Miller for review of previous Executive Session Minutes, Personnel, Lease, Sale and/or Purchase of Real Estate, and Pending or Possible Litigation.

At 7:48 PM, Motion made by Trustee Miller and seconded by Trustee Leonard, to go back into Open Session.

A Motion made by Trustee Rinehart and seconded by Trustee Fender to call and schedule the TIF proposal special meeting on September 24, 2012.

A Motion to approve salary increase $0.25 raise for Village of Louisville employee raise effective next pay period made by Trustee Fender and seconded by Trustee Rinehart.
