The Village Board of Trustee’s met in Regular Session, those in attendance were, President Kim Adair, Trustee Rusty Harper, Trustee Nancy Byers, Trustee Gina Rinehart, Trustee Steve Stortzum, Trustee Craig Clifton and Trustee Angie Frye. Also in attendance were Superintendent Troy Elwood, Clerk Angela Stanfield, Treasurer Stephanie Bailey, Engineer Mike Bridges, Sheriff Andy Myers of Sheriff’s Department, Beth Fancher of Clay County Republican, Pat Garrett of WNOI, John Rourk, Quinn and Samantha Bible. Attorney David McDevitt of McDevitt Osteen Chojnicki & Deters, LLC arrived at 7:30 PM.

President Kim Adair Adair called the meeting to order at 6:01 PM.

Roll Call taken and the following Village authorities announced present at the beginning of the September 14, 2017 Regular Meeting; President Kim Adair, Trustee Rusty Harper, Trustee Gina Rinehart, Trustee Nancy Byers, Trustee Steve Stortzum, Trustee Craig Clifton and Trustee Angie Frye.

Pledge of Allegiance followed.

There were no Citizens to Request to Address the Board.

A motion made by Trustee Rinehart and seconded by Trustee Clifton to approve the agenda for September 14, 2017 Regular Meeting.

Sheriff Andy Myers of Sheriff’s Department presented the Activity Report for August 2017. The board and Sheriff Andy Myers discussed unlicensed vehicles.

A motion made by Trustee Clifton and seconded by Trustee Frye to approve ordinance amending the municipal code of the Village of Louisville, allowing the sale of alcoholic liquor within the Village limits and establishing rules and regulations. Trustee Byers voting no.

A motion made by Trustee Frye and seconded by Trustee Clifton to approve resolution requiring that all appeals made to the State Liquor Commission shall be limited to the review of the official record of the proceedings. Trustee Byers voting no.

A motion made by Trustee Clifton and seconded by Trustee Byers to approve North Clay Academic Foundation membership of $100.

A motion made by Trustee Rinehart and seconded by Trustee Clifton to approve HOPE Insurance renewal with a nine percent increase.

A motion made by Trustee Byers and seconded by Trustee Stortzum to approve Servline Program, a residential service line and leak adjustment program that offers water loss protection, waterline protection, sewer protection, and offers benefits to the village.

A motion made by Trustee Stortzum and seconded by Trustee Harper to approve CourtMoney, service provider of credit card and debit card transactions for government agencies.

Superintendent Troy Elwood gave an update on the Community Center Roof and unsatisfactory roof repair work from Headlee’s Shingle Slingers. Superintendent Elwood met with Attorney Barry Bright regarding legal issues. Village board directed Superintendent Elwood to contact Headlee’s Shingle Slingers to discuss the unsatisfactory roof repair work and discuss options to resolve issues with Community Center Roof.

Village board discussed Community Courtyard landscaping maintenance proposals. Brittany Floral and Landscapes Designs submitted proposal for $3620 and $150 for monthly maintenance. Austin Sparks of Renegade Landscapes submitted proposal for $1080 and $150 for monthly maintenance. A motion made by Trustee Stortzum and seconded by Trustee Byers to approve Community Courtyard Landscaping Maintenance Proposal from Austin Sparks of Renegade Landscapes for $1080 and a monthly maintenance of $150 per month. Trustee Harper voting no.

Village board reviewed Ordinance Book Chapter 25 Nuisances.

President Kim Adair set Trick or Treat for October 31, 2017 from 6-8 PM.

Village board discussed nuisance properties.

Village board discussed fall clean up. President Adair has organized volunteers to assist with fall clean up.

A motion made by Trustee Rinehart and seconded by Trustee Frye to approve heavy garbage pickup for October 09, 2017 with DBS Garbage Company for $2500.

During open time village board discussed; city hall awnings, water tower painting and entrance signs.

A motion to enter into Executive Session was made by Trustee Byers and seconded by Trustee Stortzum at 7:28 PM for the purpose of reviewing last month’s executive session meeting minutes, Personnel and Lease, Sale and/or Purchase of Real Estate or Possible Litigation.

The Village Board of Trustees returned to open session at 8:39 PM on a motion by Trustee Frye and seconded by Trustee Clifton.

Clerk Angela Stanfield reported that the post office delayed in the delivery of the September utility bills. Due to the postal delay, no penalties will be applied to the September bills.

A motion to adjourn made by Trustee Stortzum and seconded by Trustee Harper at 8:45 PM.
