VILLAGE OF LOUISVILLE BOARD MINUTES

September 22, 2010 EMERGENCY MEETING

6:30 P.M.

The Village Board of Trustees met in session with President Murbarger, Trustee Poehler, Trustee Fender, Trustee Leonard and Trustee Byers in attendance, with Trustee Rinehart and Trustee Miller being absent. Also in attendance were Clerk/Collector Jodi Daws, Treasurer Stephanie Bailey, Attorney Barry Bright, Superintendent Rusty Harper, and Pat Garrett of WNOI.

Trustee Rinehart entered the meeting at 6:37 p.m.

Trustee Miller entered the meeting electronically at 6:33 p.m.

President Dale Murbarger called the meeting to order at 6:31 p.m.

Roll Call taken and the following Village Authorities announced present at the beginning of the September 22, 2010 Emergency Meeting. President Dale Murbarger, Trustee Jean Ann Poehler, Trustee Gene Leonard, Trustee Nancy Byers, and Trustee Troy Fender. Trustee Gina Rinehart and Trustee Danny Miller were absent.

The first motion of the evening was to allow Trustee Danny Miller to participate during this evening’s meeting electronically due to the fact that he could not be physically present due to employment reasons. Motion made by Trustee Byers and seconded by Trustee Miller.

Trustee Danny Miller entered the meeting electronically at 6:33 p.m.

The second motion of the evening was to approve the one-item agenda. Motion made by Trustee Poehler, seconded by Trustee Byers.

Trustee Gina Rinehart entered the meeting at 6:37 p.m.

Superintendent Rusty Harper led the discussion concerning the natural gas leak East of town underneath of the Wabash River Bridge on Sailor Springs Road. Harper explained the leak was detected during routine inspection with U.S.D.I. The gas leak is specifically located on the expansion/contraction loop on the three-inch gas main that was originally installed in 1963. When the pipe was welded, the seam was taped and not given a proper seal coating and therefore has resulted in corrosion below the tape. Harper presented a recommendation letter and estimate from U.S.D.I., which describes the situation as a Grade 2 Leak, which requires a scheduled repair immediately. U.S.D.I.’s total estimate for 880 feet of three-inch coated steel pipe replacement via burial and directional boring is $40,058. Superintendent Harper also stated that the Village would need to secure two easements from two property owners in order to begin the work as well. Motion to proceed with the repair of the gas line with U.S.D.I., according to standard contractual procedure, and to secure necessary easements from Ed Kincaid and John Harrell made by Trustee Fender and seconded by Trustee Miller.
