VILLAGE OF LOUISVILLE BOARD MINUTES

September 30, 2009 SPECIAL MEETING

6:00 P.M.

The Village Board of Trustees met in regular session with President Murbarger, Trustee Rinehart, Trustee Fender, Trustee Miller, and Trustee Leonard in attendance, with Trustee Byers attending electronically at 6:11 p.m. Also in attendance were Clerk/Collector Jodi Daws, Treasurer Stephanie Bailey, Attorney Barry Bright, and Superintendent Rusty Harper.

President Murbarger called the meeting to order at 6:03 p.m.

Roll Call taken and the following Village authorities announced present at the beginning of the June 11, 2009 monthly meeting. Trustee Gene Leonard, Trustee Gina Rinehart, Trustee Gene Leonard, Trustee Jean Ann Poehler, Trustee Danny Miller, Trustee Troy Fender and President Dale Murbarger.

The first motion of the evening was to allow Trustee Nancy Byers to participate via secure telephone line electronically. Motion made by Trustee Miller and Seconded by Trustee Fender.

Trustee Byers entered in the meeting at 6:11 p.m. via secure telephone line.

A letter from the North Clay Post Prom Committee requesting permission for use of our walking trail was reviewed. They would like to, once again, use it for a haunted trail on 10/23-10/24 and 10/30-10/31 to raise money for the 09 post prom activities. Motion to grant permission for use of the trail made by Trustee Miller and seconded by Trustee Rinehart.

Attorney Bright then informed the Board that they would need any intergovernmental agreement/ordinance prepared for the school to use the walking trail. Motion to approve this agreement/ordinance made by Trustee Rinehart, seconded by Trustee Poehler.

A motion to designate Trick-or-Treat night within the Village on Thursday, October 29, 2009, from 6 to 8 p.m. was made by Trustee Poehler, seconded by Trustee Miller.

A lengthy discussion was held regarding a letter to the Finance Committee from Dennis Grahn, addressing accounting recommendations for enhancing internal controls and financial responsibility of the Village. The water loss was addressed during this discussion and the board agreed that there has to be a rate increase on the water. Trustee Miller made a motion to increase the water rate by 20% to take affect in the November 2009 billing. This motion was seconded by Trustee Fender.

President Murbarger wanted to talk about the North Clay Park District water issue. Motion was made by Trustee Rinehart to return the last billing amount they paid to them, zero out the account and start from scratch, turn on both meters that will be left on at ALL times and for them to pay the same amount as everyone else does. Motion seconded by Trustee Miller.

A motion to go into Executive Session for the purpose of discussing personnel made at 7:14 p.m. by Trustee Fender and seconded by Trustee Miller.

At 7:40 p.m. a motion was made by Trustee Fender and seconded by Trustee Poehler, to go back into Open Session.

A motion to adjourn at 7:43 p.m. made by Trustee Miller, seconded by Trustee Fender.
